In a quarter of a century, India has assembled one of the largest higher-education systems in the world, adding thousands of universities and tens of thousands of colleges at a pace few countries have matched.

By most measures, this is a success story: a nation widening the door to higher learning for millions who would once have been left outside it.

But building at scale and building in the right place are not the same thing. A system can expand enormously and still leave large parts of its population underserved, if the expansion and the demand pull in different directions.

Episode 11 of Jetri Dialogs marks the launch of the Geography of Higher Education Report 2026, developed with Impactica. Drawing on 25 years of higher-education expansion, the report maps how geography and demography have shaped India’s growth in capacity, and what that implies for the next phase of institution-building.

Using these findings as a springboard, this session asks a central question:
